Dr Tribus worked alongside Dr Deming for many years. His writings make accessible the theory and methods of quality improvement to industry government and education.
This essay, one of 31, by Dr Tribus, was first collected for publication by the Deming Electronic Network, over a decade ago. The papers are provided by QLA temporarily, pending the reinstatement of the Deming Electronic Network web site.
